EMMA-ALIS (2017-2018)

Design concept R360-ingestible SOS_CV Action Layer Info Service (ALIS)

Within the frame of SOS Children’s Villages’ (SOS CV) emergency preparedness programme, the Global Emergency Response Team (GER) requires up-to-date information on disaster events and disaster impact including early warning and alerting mechanisms.
The overall goal of EMMA-ALIS is to design an Action Layer Information Service (ALIS) for the operational emergency mapping service EMMA for SOS Children’s Villages International (SOS CV). The action layers (AL) of the service are based on global alert and early warning systems such as GDACS, US National Weather Service and Philippine Atmospheric, Geophysical & Astronomical Service. AL are treated as incidences that can be integrated in the DHL R360 platform and combined with the existing layers available there. The layers are provided in the standardised CAP format and structure. The crucial asset of ALIS is that it serves the early warning and the incidence/alerting stages continuously, i.e. without a gap or switching of tools between warning and incidence.

The Z_GIS project team implements the EMMA-ALIS project jointly with the project partner SOS Children’s Villages and DHL. It was as kicked-off in August 2017.
